I Have 2 problems: My next door neighbor has a big dog that she never takes on a walk or gives the dog exercise. All it does is barks all night starting about 5 untill 8pm. the dog is not meant to be locked up on her back porch day n and day out. I"m not sure ho to call, to come get the animal. PLEASE HELP. IT'S NOT THE DOGS FAULT I blame the owner. 2nd problem Is my mother Will you please put her out of her missery
