Machines Break and NO Refund!

On December 22, 2012 I went to Super Suds on 549 Newtown Road in Virginia Beach, VA around 11:00pm. This was my first time going to this laundry facility. I put $20 dollars cash in the x changer machine to put on a new card. A new card was never dispensed with $20 on it. The machine said an error has occurred. That night, I called to report the issue. A number is displayed on the wall advising customers to call if they have any concerns about refunds. The first time I called the phone rang a few times then disconnected. I distinctly remember calling again on Christmas Day to report the issue. I reached a messaging center and advised a representative of the issue along with my contact information. I was told management would be in touch with me and refunds are usually sent out at the end of each month. It's February and I have not heard anything from management or any explanation about what to expect. I must have called for status about 6- 8 times.
